Delaware’s five Public Housing Authorities have received national recognition from the National Association of Housing and Redevelopment Officials (NAHRO) for their work to streamline the Housing Choice Voucher (HCV) leasing process statewide. The initiative earned Awards of Merit in two categories: Administrative Innovation and Project Design.
The initiative brings together the Housing Delaware, Wilmington Housing Authority, New Castle County Housing Authority, Dover Housing Authority, and Newark Housing Authority to create a more consistent, electronic process for landlords working with voucher holders.
AffordableHousing.com is proud to support this effort through the technology behind Delaware’s statewide Landlord Portal, which helps landlords register as vendors and submit Requests for Tenancy Approval (RFTAs) electronically.
By bringing the five Housing Agencies together around a shared process, Delaware is helping reduce administrative burdens, improve communication, and make it easier for landlords to participate in the Housing Choice Voucher program.
The initiative builds on Delaware’s earlier work to centralize housing assistance waiting lists through Delaware.AffordableHousing.com. Launched in 2024 in partnership with all five Public Housing Authorities, the centralized system allows residents to apply for housing assistance across participating agencies through one common application.
Together, these efforts reflect Delaware’s commitment to making housing assistance more accessible for residents while improving the processes that support landlords and Housing Agencies.
“We’re proud to see Delaware’s work recognized nationally,” said Richard Cupelli, founder and CEO of AffordableHousing.com. “Bringing five Housing Agencies together around shared solutions takes collaboration and a commitment to improving how the system works for everyone. We’re grateful to be a technology partner in this effort and congratulate the Delaware team on this well-deserved recognition.”
The RFTA initiative was guided by recommendations from Enterprise Community Partners to help align procedures across the state, including landlord registration, approval processing, inspections, and outreach.
AffordableHousing.com congratulates Delaware’s five Public Housing Authorities and all the partners involved in this achievement. Their work demonstrates how collaboration and thoughtful innovation can help modernize housing assistance and support more efficient pathways to affordable homes.
